US Sanctions Hezbollah Finance Operatives

The United States sanctioned financial operatives and entities linked to Hezbollah, the Departments of State and Treasury said.

The measures, announced on Feb. 10, designate four entities and two individuals accused of supporting the Iran-backed group’s global financing operations.

“Hezbollah is a threat to peace and stability in the Middle East,” Treasury Secretary Scott Bessent said in a statement. “Treasury will work to cut these terrorists off from the global financial system to give Lebanon a chance to be peaceful and prosperous again.”

Among the entities sanctioned is Jood, a Lebanese government-licensed company supervised by Al-Qard Al-Hassan. The Treasury Department said Al-Qard Al-Hassan presents itself as a nongovernmental organization but in reality provides financial services to Hezbollah.

According to the Treasury Department, Jood was established by Al-Qard Al-Hassan to evade sanctions. It operates branches in Beirut and elsewhere in Lebanon.

Mohamed Nayef Maged, one of Jood’s owners and managing partners, was also designated.

The sanctions additionally target Andrey Viktorovich Borisov, a Moscow-based Russian national and employee of U.S.-designated Hezbollah-affiliated entity Mira Ihracat Ithalat Petrol. As of mid-2025, Borisov allegedly worked directly with sanctioned Hezbollah finance official Ali Qasir on projects that included procuring weapons from Russia and generating revenue through commodity sales.

Since at least 2021, Borisov has also been coordinating with sanctioned Hezbollah finance associates Ibrahim Talal al-Uwayr and Muhammad Amir Alchwiki on business dealings related to Russia, the Treasury Department said.

Turkey-based Platinum Group International Dis Ticaret Limited Sirketi was designated for allegedly exporting millions of dollars’ worth of Iranian fertilizer to Turkey while falsely claiming that the shipments originated in Oman.

The Treasury Department said the Hezbollah finance team—including Ali Qasir, al-Uwayr, and Samer Kasbar, director of the sanctioned front company Hokoul SAL Offshore—collaborated with the firm in late 2025. Sanctioned Syrian businessman Yaser Husayn Ibrahim was also involved, according to the Treasury Department.

Sea Surf Shipping Limited, owner of the Saint Kitts and Nevis-flagged cargo vessel Lara, was sanctioned for allegedly facilitating shipments connected to Platinum Group.

Panama-based Brilliance Maritime Ventures S.A. was also designated for allegedly transporting Iranian fertilizer aboard the Panama-flagged Brilliance. The vessel was part of a fleet managed by U.S.-sanctioned Islamic Revolutionary Guard Corps–Quds Force and Hezbollah-affiliated Syrian businessman Abdul Jalil Mallah.

“The United States is committed to supporting the Lebanese state and the people of Lebanon by exposing and disrupting the Iranian regime’s covert financing of Hezbollah,” State Department principal deputy spokesperson Tommy Pigott said in a statement.

“By funding Hezbollah, Iran undermines Lebanon’s sovereignty and the Lebanese government’s ability to put the country on the path to stability.”
